I took this picture outside of a doctors office on top of a tall hill in northeast USA. Anyone know what they are?

Make a spore print-- that's pretty much the only way to make an accurate guess at whether or not they're safe.
set them gills or whereever they release their spores side-down on a blank sheet of paper, cover with a tubberware or something stable. leave for a few hours untouched, then lift it up and check what colour the spores are.
