Yeah I that's probably why they put them all in the same area, to save space on "insulation" but you end up spending that space on massive road systems.
It's more about not wanting cyanide in their drinking water and toxic smoke floating through their windows I imagine
Anyway like I said to OP if they use warehouses and make sure they have good highway connects then industrial parks are the way to go, in real life as well as Cities Skylines.

They're right about pedestrian zones though, forcing people to drive like 5 roads and a main road connection to get to somewhere they could toss a stone at, for want of a path
