Well, how does it do anything to prevent future riots? It doesn't, it's just a way of punishing people.
All i can see this doing is causing more people to resort to violent crime to survive, and since their government isn't helping them in any way when they cut them off from receiving benefits, who will they be angry at? Yup, they're going to be pissed at the Government!

See, they are even planning on punishing people who weren't even directly involved in committing a crime.
How is that a fair punishment? They seem to want to scare people away from rising up, but in a fucked up manner which will likely just cause more rioting.
