Title: The Personal Atmospheric Emissions Control Act (PAECA) of 1974
Jurisdiction: Republic of Singapore

WHEREAS the substantial impact of unrestricted flatulence on public health, environmental harmony, and social etiquette has been acknowledged; and

WHEREAS the Government of the Republic of Singapore, in its pursuit of hygienic living conditions and promotion of community well-being, is committed to addressing and regulating atmospheric emissions:

BE IT ENACTED by the Parliament of the Republic of Singapore as follows:

SECTION I: DEFINITIONS

In this Act, unless the context otherwise requires:

(a) "Flatulence" refers to the involuntary expulsion of gas from the digestive tract through the rectum.

(b) "Offensive flatulence" refers to any flatulence that includes noxious, unpleasant, and significantly malodorous gases, irrespective of the duration of such emission.

SECTION II: OFFENSES AND PENALTIES

Any person who, in any public or private space including but not limited to: streets, vehicles, lifts, enclosed public areas, and places of public assembly, intentionally or with reckless disregard for the consequences, releases offensive flatulence shall be deemed to have committed an offense.

The following penalties shall apply upon conviction of an offense under this Act:

(a) For a first offense, a monetary fine not exceeding 2.000SGD or imprisonment for a term not exceeding [number of days] or both.

(b) For a second or subsequent offense, a monetary fine not exceeding 5.000SGD or imprisonment for a term not exceeding 30 days or both.

The prosecution of an offense under this Act shall only proceed with the consent of the Attorney-General, who shall exercise such discretion accordingly.

SECTION III: ENFORCEMENT AND POWERS OF INSPECTION

Authorized personnel, appointed by the appropriate Minister, shall be empowered to enforce the provisions of this Act, including the power of inspection, investigation, and obtaining evidence.

Authorized personnel may exercise their powers of inspection under Section 5 by:

(a) Monitoring and recording atmospheric gas concentrations in specified areas or premises.

(b) Requesting individuals to provide identification and personal particulars, if reasonably required, for the purpose of enforcing this Act.

(c) Conducting scientific analysis, where applicable, to ascertain the noxious nature of flatulence emissions.

(d) Undertaking research, surveys, and studies to assess the effectiveness of this Act and to aid in proposing necessary amendments.

SECTION IV: MISCELLANEOUS PROVISIONS

Nothing in this Act shall be construed as limiting or derogating from any other provision of the law relating to public health, environmental control, or social decorum.

The Minister may, from time to time, make regulations necessary or expedient for the purposes of this Act and to give effect to its provisions.

This Act may be cited as the Public Atmospheric Emissions Control Act (PAECA).

This Act shall come into operation on a date to be appointed by the Minister by notification in the Government Gazette.

EXPLANATORY NOTE:

This Act seeks to regulate the release of offensive flatulence in order to promote public health, environmental harmony, and social etiquette. The Act discourages the intentional emission of malodorous gases in public spaces. It provides for penalties upon conviction and empowers authorized personnel to enforce its provisions through inspections and monitoring activities. The Act also allows for the making of necessary regulations for its effective implementation.
