I've had people who barely know English tell me I talk too fast (I don't) and they can't understand me. So that part I can understand, especially since a lot of people know *some* English even if they claim they don't. Plus understanding vs. speaking are worlds apart.

Not so sure about talking loudly. But some languages seemingly have to be spoken loudly, as evidenced by how native speakers speak it. Like Spanish. Or Russian. Maybe it aids their comprehension. I don't know.
