OK, let's start with the basics. To get the ball rolling, we'll need capital. If all the incels on the interwebs pool their resources, we'll have enough money to buy property and basic infrastructure.
Options include disputed territory, abandoned villages/ghost-towns, small islands, off-shore vessels, forts, oil rigs etc. Once we plant our flag (literally or figuratively), we can start importing desperate refugees to work as contracted labor.
This will not be slavery or human trafficking: the staff can quit anytime they please, but they can't take any of their earnings when we kick them back to the curb (or whatever war-torn shit-hole they came from).
