Stop taking old news out of context and using it as propaganda. This ruling is from more than 5 years ago and it was in the context of a decade long series of Hamas suicide bombings (which are always carried out by "civilians" by the way) near the Gaza border.
And guess what, the number of bombings and shootings by Hamas decreased after Israel started tightening security and refusing to bow down to naive idiots who try to deny them their right to defend themselves.
Stop with the naivety too. Hamas has had many years of practice at playing the poor innocent civilians card. You fools fall for it every time.

Right from the start of Hamas's existence, they have propagandised and brainwashed the Palestinian people into doing their dirty work for them. Their favourite trick has been to convince as many people as possible that there is no greater service they can do for their God and country than blowing themselves up and killing as many Jews as possible.
Every time Israel has defended itself against these types of attacks, Hamas cries foul, claims indiscriminate killing of "innocent civilians", and invariably exaggerates the number for good measure. And the international community falls for it every single time.

There are lists you can find online documenting most of the suicide bombings for which Hamas and/or Islamic Jihad have claimed responsibility. The longest list is 2002. In all suicide cases that were not car bombs, the bombers were ordinary looking people. In some cases they were women and in at least 9 documented cases they were children.
And no, you cannot prove whether or not they are civilians until either they blow themselves up or they are caught with explosives strapped to their bodies.
But don't take my word for it. Maybe have a listen to this guy, who grew up in the system. He is a Hamas defector and the son of one of its cofounders.
