Assuming you're not from Russia or any of the CIS states (Belarus, Kazakhstan, Uzbekistan etc) I can 100% guarantee that you are not going to Norilsk for a few months to do any "research". I say that as someone who has worked closely with Norilsk Nikel and even I had immense trouble getting permission to visit what is now effectively a closed town.

Norilsk is an enormous nickel mine, conscripted into the war effort since March 2022. That's why it's totally closed to foreigners. There is no "culture" to fit into.
