Don't understand your question. The war isn't against the Palestinian people. It is against Hamas (who you oddly excluded).

No, it is not fair on them at all. Of course it isn't. Whose fault is it that they are probably going to die by their hundreds and thousands though? Is it entirely Israel's fault? Or is it also because Hamas are cowering behind them instead of protecting them?
You have got to understand something about about Hamas:
1) They fucking HATE the Jews.
2) They have had an enormous influence over the Palestinians over the last few decades, to the point where virtually the entire population has been indoctrinated into this same terrible belief system.
Perhaps the best way to illustrate this is by showing you this transcript of a kids' TV show from 2014:

The kids who watched this nearly a decade ago are now in the middle of this war today. Do you realise what a paradigm shift most Palestinians would have to go through to trust the word of a Jew - to take the decision to leave their homes and get out of harm's way, rather than standing by Hamas - the only source of truth they have ever known?
Hamas knows this very well, and they will stop at nothing to achieve their goal of wiping Jews from the face of the earth.
THIS is the nature of the enemy Israel are fighting. Israel's choice is either to risk heavy collateral damage, or face their own extinction. In chess this is called zugzwang - every outcome is horrible, unthinkable.
