I wouldn't say so. Sure they want to foster a sense of having "special knowledge" and maybe a sense of community for people they sucker in, but a MLM scam is unlikely to care about what else you do as long as you're making them money. A cult usually wants total control of its followers, and total ideological conformity.

That said, there's probably some overlap now and again where a cult might have MLM elements. That weird NXIVM cult also did some MLM stuff, as I recall.

They can have elements of a cult but so can any organisation of people. I think people throw the word 'cult' around too loosely.
