It's not the same because bulletins don't expire. The pagination functionality is more like the bumps and topics pages:

The bulletins pagination used to work here; now it doesn't.

Why would they be? I have no idea how a misplaced "DELETE * FROM `whatever_the_fuck` WHERE `date` < 'fuckeveryone'" type statement would appear on a page that should nowhere involve delete statements.

it looks like it happened around the time the servers went down and a lot of the board was wiped
