I haven't read that report but it's worth noting it's not from the OSCE (which isn't part of the UN). It's a report from the Moscow-based "Foundation for the Study of Democracy" from 2015.

And no, one side committing war crimes doesn't make it right. War crimes are always wrong, which is why the sane thing to do would be to end this war. You see the batshit logic you guys use? Zelenskiy ripped up agreements he had signed because it's Russia that is unreliable.

Russia has hundreds of thousands of agreements with countries from Asia, Africa and South America. You cannot name 1 that has ever been broken. At some point the West may want to consider who the common denominator is. Don't think that imposing a billion sanctions on every country that doesn't do your bidding is somehow a softer form of breaking agreements.
