It looks like they will ban trans women from women's sports and make mens sports an open event which means anyone can compete.

You know, when I read that NYT article last year about how the Russian state is covertly funding ultra-liberal groups in Europe and the US, I initially thought it was a waste of money, but I have since changed my mind.
