He isn't doing it to comment on Doug Hutchinson. The ages don't match up. The age difference doesn't match up. As far as I know, Doug Hutchinson never made any kind of statements remotely close to that. He never made a video love letter, even. The claim it is a spoof on Doug Hutchinson is trolling or spin.
