Pretty much this, unless you think she'll take it somewhere to do a deep recovery or whatever it would be called, most of the data gets overwritten if you format it and do a clean install.

But what if I stole the laptop and don't have the windows key?

You can get a cracked windows key or just buy windows. Windows 10 Home keys are $10 bucks through 3rd party vendors, you’d just have to download an ISO of the install disc and burn the image to a physical disc or USB and then tell your bios to boot from the disk rather than HDD
How are you this dumb?

If windows 10 has ever been installed on the machine you don't need a key, you just need an internet connection and it will self-activate by confirming hardware SN.
Alternatively, install Linux.

Stealing it is much more affordable, and it sounds like he already got one.

You can also easily wipe the entire drive at the block level by running something like:
dd if=/dev/urandom of=/dev/sda
from a live linux usb distro. Then install whatever spyware microsoft OS one pleases.

He can't, if he buys one of them a laptop, the other will be jealous and he can't afford two.
