I think it depends if the restaurant allows it, the breed of dog, and the dogs history of behavior

how do you feel about American Staffordshire Bull Terriers? i understand that you have opinions about the American Pitbull Terrier, but people oftentimes are unaware there's a distinction and assume all bull terriers are pitbull terriers, or can't distinguish between breeds based on traits such as size, build, or head shape, and a lot of people can be told a dog is an American Staffordshire Terrier which they then find totally disarming because they have zero knowledge of either breed and were at first reacting to be objectionable, "um, excuse me, is that a
pittbull? they ask with a disconcerted frown, "Oh, no, she's an American Staffordshire Terrier," one may reply and see those frowns turn upside down, "Oh, my gosh, okay, we thought she was a pittbull, but, it must be the head, she's so pretty, what color is that?" they may ask, "it's called Brindle," and "of course you can pet her, she loves meeting new people, thanks for asking first. her name is Tomahawk..." (this scenario was based on real interactions with neighbors of my friends while walking their dog, Tomahawk who was the sweetest little tank shaped dog, god rest her soul. and she was NOT a pitbull terrier, she was indeed an American Staffordshire Terrier.)
