Not clicking that CP link but I imagine Putin does not particularly want to fall out of an open 53rd story window and has prepared contingency plans for many possible bad outcomes. Even if he thinks there's only like a 1% chance Russia loses, you don't want to stumble into that scenario unprepared.

Yes, I noted in your original article who the sole source of this "leaked crisis manual" (?) is that no reputable news site has even mentioned. You're aware I'm sure that Meduza is based in Latvia and its motto is "Make The Kremlin Sad"? Their speciality is putting out ludicrous stories that go viral among credulous asshats on Twitter.
