There are plenty of pregnant women who do not have the option of birth control or who are wise and prepared enough to raise a healthy, well-adjusted infant. The problem is that populations in countries which are less able to support large growth are increasing while populations in countries who benefit from a larger labor force are decreasing.

Civilized is not the right word. A civil society, I think, is one which respects the individual rights and autonomy of its constituents to the greatest degree possible. It is not designed merely to please a ruling class, but to provide democratic rule in which all can be able to live their lives in a way which does not infringe on the autonomy of others.
Obviously this is a philosophical ideal, but pretty much every social system is somewhere between mass incarceration and that ideal, neither completely meeting one end or the other.

I said choose. I was thinking more of Arabic cultures, which would be a more numerically prevalent example.
That being said, with opaque splinter sects like the one you mentioned, we usually only hear about the extremes. They should not be applied to every member of the sect. That is not to condone what they do, but it is also not to say that those who leave are the exclusive representatives of the group.
