It's a bit similar to Protected Designations of Origin, which specify that something can't be named something region-specific unless it comes from that region. eg black forest ham, Parma ham, champagne (region of France). They haven't done that for Yorkshire puddings (though the place-name designation could possibly justify it), but they've specified minimum size to be designated as yorkshire pudding.
