I'm sure he believes in the principle. Kids foregoing sex pretty clearly eliminates worries about teen pregnancy and STDs.
Whether it is a fool's errand to try to stop kids from experimenting with sex is probably the real issue here, but I imagine his feeling that the solution is simply to tell them not to have sex is pretty genuine.

It's harder for the kids to fuck if they are in completely separate schools. And if equally funded, most studies suggest both sexes would actually learn more too.

Much of the fucking going on isn't actually happening at school. I don't see how this helps. These children still have friends, neighbors, and peers that they will see around their community, going out with friends on a weekend, etc. Most children, presumably, will still want to date, have dances, and do other things teens do.
Aside from the massive problems actually implementing this, the logic only applies if you assume that teens only go to school and come home.

Still, teen pregnancy rates generally are lower for private all-girls schools than they are for co-ed public schools. Of course, that could be due to socioeconomic factors as private school kids tend to come from families that are better off financially. But still, statistics supporting this idea are much stronger than those for abstinence education.

I would wager that you are probably correct there. I don't know if those statistics would hold if this were popularly instituted. The money and conflict involved in trying to segregate schooling by sex probably makes it an unattainable goal anyway.
