Because they live in a very obesogenic environment, surrounded by readily available energy-dense foods and driving even short distances by car. We all have a limited pool of willpower and we didn't evolve to be surrounded by cheap, tasty snacks.

The amount of calories burned walking to a bus stop, or "taking the stairs" is so insignificant that it's a red herring. I've seen plenty of fat people at the gym. You can over-eat with any lifestyle.
