There's nothing dystopian about that.
My family grew up in a cage home hivebuilding in San Fransisco's Chinatown and had a lot of privileges others didn't.
A lot of people are sleeping rough in the tenderloin, even more scamper about the sewers eating rats and reclaimed cooking oils to stay alive.
Not everyone can have a single family detached and own two cars.
