No one wants to spend luxury goods money on their luxury electronics, which is what would have to happen if such factories were built in places that have to pay their employees more than a dollar an hour. Everyone just has to have the newest iPhone every single year, and anything less is entirely unacceptable.

Foundries are not labor intensive at all compared to the other steps in the manufacturing process of electronics.
Most of the cost is building the foundry.
The idea that if they paid workers more they'd have to increase prices is a meme perpetuated by these same companies to justify slave labor to just get that smallest fraction more of profit. Apple has some of the highest profit margins in the industry so it's ironic you mention them.
