A lot has changed in the past 15 years with drug laws. I think it could happen, but it will probably be dumber than any of us could ever imagine. Like requiring "medical supervision" or other needless gatekeepers. That way all the rent-seekers out there can still get a steady flow of cash and, failing that, a steady flow of people to continue throwing into prison. Add in a few manufactured controversies about children, not unlike the whole scare about flavored vape juice appealing to children that we're already seeing, and I think you'll get a rough idea how things may play out.
