It's a variety of reasons
1. It keeps long hair neat
2. Many babies are fussy when getting their hair combed
But also
1. White people gave/still give back people a hard time with messy or untamed looking hair. And so now black people give each other a hard time
And people will considered you to be a bad mom if you have a black child or mixed child and their hair looks messy
2. Black people usually have even harder to comb hair than white people
It's a variety of reasons
1. It keeps long hair neat
