I want to report a tiktoker for illegal content directly to law enforcement. I have their handle and many screenshots of their face but I don't know their name or state

Assuming it's child abuse content, FBI has a tips form you can fill out, probably the best way to go about it. They will be able to pull ISP records and the like to figure out who the person is.

I actually reported a guy one Facebook who made believable threats against Muslims. The FBI called me for some questions. They ended up arresting him. Worth a try if it is bad content. Take a screenshot and email it to their tip email.

What type of content is it? There could be a more specific agency that you could contact. As your attorney, I highly advise you to not contact the FBI.

Details of the crime might be helpful to connect with the proper agency (also I'm just curious). If the user is international I believe Interpol would be the answer.

This is called psychological projection. I learned about it in law school.
This is a common defense mechanism that mentally ill people use to avoid introspection. It's a barrier that can prevent self-improvement. This is something you need to address and I'm afraid the FBI will not be able to help you with.
