OP, there was no individual person who just decided to suggest leaving the EU. There were always people who were uncomfortable with being in the EU, from the moment the UK joined it. It just took a while for that sentiment to gain enough traction to get the Brexit referendum.
David Cameron made it an election promise to offer a referendum, never in a million years believing the British people would be retarded enough to vote for it.

This is still an oversimplification, I think... There wasn't just one guy who came up with the idea to have a referendum, it was an broad political movement that went on for a long time.
David Cameron was the Prime Minister who decided to have the referendum, though. He intended it as a way shut down the Brexiteers in his party, because he thought it would be an easy win for remain. But it wasn't.
