Yeah, almost every day.
It's just a small local ISP.
They're nice and all, but nothing they've walked me through fixes the problem. We've tried different phone jacks, isolation tests, trying my modem at a friends (works fine) and trying my friends modem at mine (same problem). ISP says nothing they can do.

Does anyone around your area use Ham radio and/or Have you checked for radio/electromagnetic interference?
Have you contacted your municipality to see the age of your phone lines?
Have you checked for shorts in your phone line from the box to your house?
If you are on your house phone, does the sound start to get static or start to cut out for a similar duration?

What is your polarity? Have you tried reversing it? It's a very common problem, and I hear this usually works.

Would this interfere when using Cat5 as well? The ISP suggested electricity could be causing a problem but how would I check?

A technician from the phone company came to check but said because my DSL sync rates were fine, there can't be a problem with the line.
My telco and ISP are blaming each other, basically.

Check your breakers a multimeter, or if you are not experienced, have it checked for you. You might be having a problem with an improper ground.
You might try tripping all of your breakers except for the room you are in, then trying to see if that alleviated the house.
Does your house have aluminum wiring, or copper?

This sounds all quite complicated to me.. maybe I'll have to call an electrician out? The phone line is copper, if that's what you mean.

Actually, I realised I have ruled this out when I took my laptop (and modem) to a friend's house and it worked fine.
