You fill up the thing with cold and hot water

Aha! So, you must fill up the basin to wash your hands. Why is that considered efficient?

I think it's a safety leftover with how their boilers work or something

> What do you do if you want to wash your hands in warm water?
Why would I care about that? The water I wash my hands in being cool instead of warm is a non-issue.

What about in winter?

Doesn't matter. Has never bothered me. Nobody here cares.
The only situation I can thing of where our dual-tap system is slightly annoying is when you're having a bath, and you having to alternate between taps to get a warm bath. But I take showers anyway. 😎

You know we can wash our hands in warm water bun the winter, right?

Don't care. Briefly rinsing your hands in cool water instead of warm water really doesn't matter.

Why not just put a mixer tap

OP, if I could make a gentle suggestion, you shouldn't be too shocked that different countries have slightly different ways of doing everyday thing. That's just how the world is. I'd recommend you do a bit of travelling and see the world, your country's way isn't the only way.

lol I have traveled the world and lived in many different countries. I am just specifically curious about the UK taps, which are fairly unique.

We do have those, but not always.
@previous (A)
Well then, you should have some appreciation for small variations like this! If a country's plugs or taps or whatever are different, then it's probably fine. Millions of British people use our taps just fine, without any issues.

No they don't. Some do. Some have a single tap that you can control the temperature with. I think this is more obliviousness that there are different types of taps. Also we call them taps, bot faucets.
