Let's say a random cop is looking for a suspect. He encounters another civilian who is not the suspect, nor does the cop think he is the suspect. The cop wants the other civilian to look at the suspect's picture and see if he recognizes him from the neighborhood. The cop says, "Could you please come to this side so I can show you something?"
Now, what if the non-suspect civilian said, "No. I will not."
Can the cop do anything? What if the civilian says that and walks away?
