Scooby and Shaggy must of clocked on that the "ghosts" were just people in costumes. Scrappy knows this which is why he isn't scared of them. They should just let Scrappy at them.

I remember how they made him an evil villain in that old Scooby-Doo live action movie, because he was so disliked. To be honest I'm not sure how I feel about a creator throwing their character under the bus like that, but I guess the fans probably enjoyed it.
