I won't be getting into the exact mechanism that would facilitate this, but the average birth rate should increase in any places that get rid of the concept of spaces reserved for biological females.
It's only been tested in limited settings, and in single-user facilities, while social pressure can discourage use even if the letter of the law allows biological males to enter these spaces.
However, with actual tolerance of coed multi-person spaces, and a sense of normality among biological males in entering these spaces we should see a long term increase in fertility rates.
Gender abolishment is the best route for going about this.
