Topic: In the United States, can individual towns pass their own laws?

For example, I've heard of small towns where parents are fined if their children don't hand in homework assignments on time.
If this is true, could we all pool our resources and buy a town where we could pass laws making it a crime for parents to transition their children?
Could we also pass laws against selling land to gays, blacks, furries and anyone else we don't like?
And finally, could we put up Confederate flags and signs saying "Straight and White Only?"(Edited 3 minutes later.)
