It's mainly about paying for advertising on Twitter and a proportion of accounts which see your adverts are bots.
I'd say that Twitter are experts at knowing which accounts are bots or not. Facebook has a list of 140 behaviours which are identified to determine whether the account is silicon or carbon life form. I'm sure Twitter has something similar.
