Like homicide, it's actually down quite a lot from what it was a few decades ago. It's even more of a drop when you look at the per-capita figures. You can now walk away from a rocket attack that would have been fatal 50 or 60 years ago.

Laws arent stopping anyone from getting an RPG, it's just impractical.
