The chances of one particular city have a school shooting is roughly the same chance of one particular bus full of children driving off a cliff because the driver was on a meth bender, after having multiple jobs.
Police aren't trained for school shootings, basically. To train all cities would cost a huge amount of money, and that money would be wasted.

No, school shooting drills are incredibly common. The Uvalde school police department had a full school shooting drill two months ago at the local high school. One of the police officer instructors was the husband of a teacher who died.

I actually find it more disturbing that there were 19 officers from different agencies in the hall just... waiting around. Children were calling 911 reporting that kids were still alive, asking for the police, and the help was just feet away.
It's weird to me that the narrative is about the officers outside the the building when there were a bunch of them inside the actual school. One for every child victim.
Police are trained to follow the chain of command. Insubordination is one of the worst things a cop can have on his record. To me the real story here is about how toxic the chain of command can be. It's been drilled into them that they follow orders, and they got bad orders.
There should be criminal charges brought against the police chief.

Given all the training didn't work I wonder if it would be better not to have training at all but to just have people use their instincts and best judgement?

Cops with no school shooting training gets you Columbine. Cops with school shooting training gets you this. Cops are worthless in either case. Alternative solutions which might work involve making it so a deranged 18 year old who wants to buy an AR-15 or other firearm can't do so on-demand. Just a suggestion.
