Basically Joe Biden issues a letter of marque and reprisal to any American citizen interesting in fucking up Russia's shit. These citizens can form militias and go over there and fight. They get, as compensation, whatever they can take from the Russians - without regard for whether it was civilian or military property.
Of course it'll be more of a land-based thing since no one really does naval warfare anymore. But you're more than welcome to fly the Jolly Roger from your armored personnel carrier. Talking in "pirate speak" and keeping a parrot on your shoulder is encouraged but not compulsory.
We have a lot of Americans who just hate those damn Russians so I think it's the answer. A nice legal way for them to put their money where their mouth is.
