It's basically the same as the apparent rise in left-handedness. Left-handed people used to be forced to do everything right-handed, but over time more accommodations were ensured by society and the apparent rate equalized with the actual rate. Same way transgender people have only recently been understood and accepted by a large portion of society, so more of them feel comfortable coming out & have access to resources which help them understand that they're trans in the first place.
