Nah. Terrorists would've done that already. The type of nuke that could fit in a suitcase wouldn't be the type that could wipe out an entire city. They'd have to launch the Tsar Bomba or Status 6 for that.

There wouldn't be a missile. Just a warhead is required. It could easily be shielded from hypothetical detectors with a lead sarcophagus, and would not necessarily need to be adjacent to the building itself.
