This is probably true. Black skin was more common back a million years ago. Something to consider is that 100 years or so from now, many people in the world will be black. That's because the fertility rate in Africa is much higher than other places. The wealthy world will run out of young people in 20 or so years, and will start importing people from Africa.

All skin has color. Even Nordic albinos are not actual #FFFFFF white.
Saying something is a "genetic mutation" is weird too. A mutation from what? There never was a pure original human. Every living thing is a "genetic mutation" of the thing that came before it.
