The Thai restaurants do not serve the white Londoners "the hottest Thai food". They say it is hot, but make it mild for the whites. If you have ever been to Thailand, then you know. Take a nice papaya salad -- a typical Thai street food. Now, you know those Thai Birdseye chili peppers? Eat a raw one and you will die. Well, when Thai people get their papaya salad, then ask for, say, 10+ of those RAW peppers per serving. No, white Londoners are not eating "the hottest Thai food". They are eating food made for white people that the Thai people say is host to make whites feel good about themselves.

It's actually the opposite of what you say. Because Londoners are conditioned to expect the food to be spicy, they get served even spicier food than is served in THailand. Most people are not aware that actual Thai food is quite bland, typically no spicier than a dash of black pepper.
