Even tho, as cccuuunnnttt would say, we still have ethnic cleaning going around here in "my" 3rd world country, when we pay for flat rate internet, guess what, we get flat rate internet... no throttling, no bandwidth limitations, no nothing... that's why it's called flat rate...
