Create a forum website which excludes Americans. That's basically it. IP addresses from the US are blocked, or whatever. If you admit to being American, your MAC address is banned. I don't think that it'd be very popular, but it'd be nice to not hear from Americans so often.

Even if they were, it is trivial on almost every device to spoof the MAC address. Even the notoriously locked-down iPhones have a switch in the settings to randomize your MAC address each time you connect to a wifi network.

How do you think that a website knows which device in a house to send a webpage to? There are 4 laptops, all running. How does the webpage arrive at the correct laptop?
PS each laptop has a different MAC address.

It's quite clever actually. It's called TCP/IP, and yeah, you don't need to transmit MAC addresses, because, well, that would be stupid.
