You can make new accounts. Occasionally we will restrict it if we have recently banned a user and want to prohibit them from making new accounts and flooding the forum with whining or spam.

Disturbing is only half as bad. It's really just sad. To have that kind of control in your posting within some obscure web site...he needs to apply that energy to real life. We're on Defcon 5 (normal operation) the vast majority of the time. We go to Defcon 4 (block new UID creation) for a day or two at most. I agree that it's a heavy-handed response and I'd like us to be using it less, but the way Minichan works — no 'sign up' requiring an email address or phone number, so no barrier to creating as many accounts as you want — makes it a temporary necessity when somebody is dedicated to evading a ban. I've been tempted to implement an improved feature that temporarily blocks UID creation from an IP range, but it'd be utterly useless in practice; our ban-evading friends tend to use VPNs, which we already attempt to block by checking each IP against a blacklist (StopForumSpam). So there isn't much we can do bar requiring an email address for new UIDs, which I have absolutely zero intention of ever doing.
And FYI, the last ~10 times we've used Defcon have been to tackle an anon (possibly Grover, possibly not) who's consistently posting your dox. You should appreciate Defcon more than anybody here.
