Get temporarily addicted to Psycho, X-Cell, Fury, Buffout or Overdrive to get strenght below 10 so you can grab the special book in sanctuary and use it to increase strength. After you grab the intelligence bobblehead, start spending points in nuclear physicist so that its way cheaper to wear power armor all the time and later get some points in science so you can modify your power armor for more strength which you can also do by painting your power armor in military paint. Later, maybe grab the charisma bobblehead and get the party boy perk which doubles the effects of alcohol. further into the game you can choose the lone wanderer perk and strong back perk which will make you capable of picking up pretty much everything you see without worrying about inventory weight limit, wear some charismatic clothes to be a charming motherfucker when you exit your power armor to sell all the shit you have while you are drunk in game too, since it increases charisma. Also use this to plan your shit

Intelligence is always the most important stat, since it directly effects the potency of stimpaks. I tend to knock a couple points off perception, max out intelligence, and give myself a few strength points.

There are more stimpaks than you need though, even without the medic perks. I usually only put so many points in it for the nuclear physicist to make life easier in a power armor run and of course for the added experience but with the idiot savant perks, it wont matter much and cost you less special points.

You can send him away but nope he cannot die. You can even refuse to ever meet the dog but still have to meet the dawg because you will need him in one main quest.
