How is she supposed to do this though? There's like a billion Indians. She literally can't Westernize all of them (which is what OP really wants - yeah they can keep their traditional dress and food but any real aspect of their culture must be wiped out - PS this is the exact way the Russians handled minority ethnicities in the Soviet Union).
