In other words, police minor crimes strictly to prevent major ones
The broken windows thing, that is indicative of the way law enforcement needs to be proactive during this time of chaos.
They need to enforce the curfews and curtail any overly rambunctious shenanigans of all these so called peaceful protestors before the bad apples in the crowd are able to encite the rioting and recklessness that it has evolved into.
