Possibly. But given that 100% of Democratic presidents have immediately rescinded it and 100% of Republican presidents have immediately un-rescinded it, it doesn't seem like it should be a criticism of Trump specifically but is just a criticism of Republican presidents in general (since this is something that a hypothetical president Romney or Rubio would have done as well).
