The teacher-student relationship has an inhérent power imbalance. Any consent given in this framework is suspect because the relationship is inherently coercive. I don't understand his point with university size. Let's say he's right and in a university of 100,000 students (we'll assume one exists), 200 are willing to have sex with him. Let's say for the sake of argument that Chinese universities are 50/50 male/female. I have no idea if they are or not but let's just say they are. This equals about 0.4% of female students willing to have sex with Matt.
Let's also assume he has to meet with a student (1 on 1 time) for an hour to get a yes/no decision on sex. Okay so he has to meet with 50,000 female students to have sex with 200 of them.
