I believe the general idea is that you invest in the community and make sure someone’s environment is able to allow them to prosper so they never have to result to crime leaving the police there only to catch serial killers and rapists.

I mean...i called the cops when someone was trying to break into my house. They gave me a restraining order. One year later, he's moved back into my building which contravenes the order. The cops say they can't do anything about it (lolwut?). The cops pull me over because i have a man in my backseat and a restraining order against a man so I have to waste half an hour proving that I'm not driving around the guy i have a restraining order against. The cops say I can't do anything to stop that from happening, either. So the cops decide he can do whatever he wants and i can get pulled over and made late for work or miss an appointment at their whims?
If someone breaks into my house I'm not bothering to call the cops again.

They are afraid that I'll use it to kill myself.
The concept of me killing myself is a valid concern, but I would never use a gun. I would attempt to use a "gentler" method, as tp be less traumatizing to me family.
Also, I have a 95% likelihood of waiting until my mother dies before doing so

I don't know, maybe they are working around the terms of the restraining order? Perhaps you should go higher than them for this matter? Regarding the break in, they did stop it and likely prevented a rape

Nope. The restraining order says he cannot be within 50 meters of me and not within 500 meters of my residence or place of employment. I showed them the papers and pointed out those lines. They said "welp we can't do anything".
That in itself i could deal with, even though it is absurd and obviously wrong. It is that in conjuction with them saying I cant do anything to stop them from pulling me over and making me waste half an hour at their whim. So he's safe enough to live in my building but they're worried I'll have him in my car? He gets to do whatever he wants and not get bothered by them while I can't do anything to stop the cops from harassing me? That's fucked up.

I know the guy well. It turns out he's a massive pussy. For a decent while he was even running away from me and I'm not scary. And several very muscly men were in the place with me. And his threats were of killing me and everyone in the room, not rape.

Why was your first assumption rape? My first assumption for a motive to break into someone's home would be burglary or robbery.

I would still assume a robbery motive. Why is your assumption rape? I'm not being snarky, I'm genuinely curious about your thought process.

Because when people want to rob someone, they do it when the occupants aren't there. That is why a home invasion charge is much more serious than a burglary charge. Also, why would your stalker just want to rob you? Aren't there richer people to rob, if that is the intention?

But it's always much easier to rob an empty home. So someone doing a home invasion is willing and prepared to commit violence against the occupants, and so violence should be expected. Also rape is a common occurrence
